There is no concept of advance C Form in Andhra Pradesh.

After purchasing against 'C' form you have to declare it in your monthly/quarterly returns and in the next quarter you ave to claim for C forms for those purchases,now online. This is the procedure under CST Act common for all states.Your VAT office will give you username and password for opening the web site for this purpose......mjk
