Can we issue form 16 Part A by generating it from software to employees whose tax not deducted by employer?

yes you can co this due to you dont deduct tds those employee., no option

If you have entered data of non deducted tds employee in tds return Q4 then you can generate form 16 from tds traces and also you can prepare part B also.
