I am emplyoed from Nov 2008 .No TDS was deducted upto March 2009 , because my taxable income was not coming upto the taxable limits.
Now my Question is Whether form 16 is necessary to be issued to me .

As TDS was not deducted, it seems ur income is well below the minimum exemption limit.
And, it is not compulsory for employer to issue you the form 16. U can ask for the same in case u need it as income proof etc.

Form 16 is not necessary, but you should take from the employer as an reference in future.

Not necessary but you can ask for Salary certificate or Form 16 for your record purpose.
