17 August 2012 The duty is cast on to the heads of Chartered Accountants by way of issuing these forms to certify the taxability of otherwise of foreign payments. The situation is something like this... some banks ask for that on 'come what may basis'(Form driven branch managers fall in this category. Some banks ask this only for business payments.(substance driven branch managers go by this)
