Foreign income of shipping officer(resident) taxable or not?

24 November 2012 The shipping officer is a resident as per income tax act for a.y. 2013-14.
He gets salary in Singapore dollars which gets converted into rupees and is credited in his bank account from foreign company
He does not get Form 16 and hence I have no clue if TDS is deducted from his salary or not.
My query is that is the foreign income(salary) taxable to a resident??

24 November 2012 He may not be getting form 16. But he must be getting the ADVICE of payment. Please verify the same for "withholding tax"

25 November 2012 There is nothing like TDS mentioned in the salary certificate (not form 16) provided by the company.

25 November 2012 Being RESIDENT for the financial year 2012-13, needs this shipping officer to be in India for more than 182 days. If that be the case, his world income is taxable in INDIA.
