Who said so..? It can be Public Limited or Private Limited.
Pls refer section 2 of the Companies Act 1956 dealing with definitions and see the meaning of Public Limited and Private Limited

The term "EXPERT" should be prefixed by "AN" and not by "A"...It is "an expert" and not "a expert".See the last line of your comment. It is a gramatical mistake from your side. Leave it.
See section 2(35) and 2(37) of the companies act 1956. If you know how to read.
Regarding Section 4(7) i have no comments. Bcz it has no relation to your query. First learn how to ask a query.
