I Have a FORM No 16A for Professional Fees with the amount of 12678 can I apply for retuns directly and what is the limit of Professional Fees TDS, please help me for How to apply online

I think you are asking about refund of TDS deducted from you on payment of professional fees.
Please note that for this you need to file your income tax return. Due date is 31.07.2011. Even you file belated return you can claim the refund.
