I passed pcc now in may 2011 and completed my three years of training. I applied for transfer of articleship to ICAI but wouldn't got any response from there till now. I want to give CA Final November 2011 attempt.

No, as per ICAI regulations you are not entitled to Transfer except Industrial training or any other serious issue.
