01 January 2010 can we file a income tax return without paying self assessment tax

01 January 2010 YES.

BUT He you has to pay the tax with in due ad that to with interest i delayed. Otherwise the IT Dept. can raise a Demand Ntice for the same.

01 January 2010 U could file but there is always chances that the department levies penalty for non deposit of tax before filing return

01 January 2010 Non payment of self assessment tax attracts penalty. The penalty can be imposed from time to time to the extent of the tax in arrears.It is imposable even if the tax has been paid after the default in payment has occurred. Refer section 221(1).
