Filing of Return for Salaried persons below Rs 5,00,000/-

As per Income Tax Notification Salaried indiaviduals need not file return of Income below Rs 5,00,000/- .But i wanted to know that Rs 5,00,000/- should be before considering Chapter VIA deduction or after please specify from salalry

Before claiming chapter VIA deductions. Pl see section 2(45) and 5 of the IT Act,1961.
