Dear sir,

Mrs x is a propertior whose income from business is within the exemption limit But when he got the payments from contractor the contractor has deducted Tds Whether x Must file income tax return even income from business is within the exemption limit.
if he not file the return what is the circumtances

as you sayaing that Mrs.X has income below exemption limit. that means there is no tax liability so she will not be able to claim the refund of tax deducted at source if she not file the return.
