For a.y. 2008-09 assessee has G.T.I. Rs.115000 & Deduction u/s 80c is Rs.10000.Is he compulsory required to file return?

Yes,
If Gross Total Income exceeds the limit of 110000 and after deduction it is below 110000 then it is compulsory to file the return under section 139(1).
