Can we file a return without paying the tax liability

Yes you can but it is advisable to file the return after payment and mentioning the details of challan so that Tax Paid by you gets duly accounted.

There is no section stating this. You can file return showing the Tax Amount payable and pay soon after that or you can make payment and file return. But if you do not pay then you have to pay interest.

You should not file return without paying tax, if you are liable to pay tax.
