if i m already filed return of loss for p.y.2007-08 and there is no income in 2008-09 than it is compulsory for me to file the return for 2008-09.

Its not cumplsory, their will be no problem to carry forward the loss in PY 2009-10.
But I will suggest you file the return, taking consideration of future benefits in general.

According to Sec.80 and 139(3), no loss can be carriforward unless Loss of Return is filed within prescribed time as given in 139(1)
Therefor you have to file Loss Return for this year also
This has one exception, if you have loss from HP or Unabsorbed Dep. then even if you do not file Loss Return then also Carriforward is allowed
