Is there any penal provision for late filing of Form 32?

Additional filing fee as per section 611(2) of the Companies Act,1956 has to be paid. amount depends on the authorized capital and number of days delay in filing e-form 32. However, there is a cap for the additional fee ie., 9 times of the normal fee.
