Filing of din 2 & din 3 is mandatory?

Dear Sir,
Please let me know whether it is mandatory to file the Form DIN 2 & DIN 3 ?
Please clarify in details.

Hi
A director appointed before July 01, 2007 is required to file DIN 2 with company and for Company DIN 3 is required to file with ROC.
