Filing income tax return without Adhar card

Dear Sir,
One of my client is an NRI and earning rent income in India amounting to Rs. 4,20,000/- in the entire year.
He doesn't have an Adhar card with him. Can he file Income tax return in India, without Adhar.
Please help me in this matter.

To file return, he has to obtain PAN Card. NRIs are exempted to quote aadhar while filing ITR.
