Fiing of income tax for previous year

28 June 2019 i havn't filed my income tax return for previous year in that iam getting refund of 8500. i came to know that for getting those i should condonation for delay. now, my question is where to send such letter ??? my address is amorha UP and i stay at hyderabad ,my job is in hyderabad.
