Is there any permission/declaration need to received/filed from FEMA/RBI in case of selling agriculture land in Punjab,India by NRI, so that funds can be remitted to abroad?

Amount upto US$ 1 million can be remitted freely by NRI on payment of due taxes in India under FEMA.
