i am providing export services related to web designing, i am not liable to pay any service tax. my question is whether i have to get registered under service tax or i am exempted from that

Refer Rule 4A of the Service Tax Rules - Every person liable for paying the service tax shall make an application to the in Form ST-1.
As you are not liable to ST - there is no need of registration.
