Why Export Cargo is specifically excluded from Cargo Handling Services??

Dear Sir.
Services rendered for handling export cargo have been excluded as an incentive for export.Please refer para No.6 of CBEC Circular No.B.11/1/2002-TRU dt.01/08/2002.
