what is the difference between mega exemption and negative list in service tax.

1. Services mentioned in mega exemption are TAXABLE SERVICES but exemption from taxation is given through notification.
2. The services covered in -ve list are NON-TAXABLE SERVICES meaning thereby they are out of coverage of service tax.

In addition to that negative list - service govt does not want to charge service tax and for the changes in negative list amendment in Act require whereas for exemption govt may withdraw any time.
