I would like to know whether this exemption is available every year. or having paid the tax in a year, has one to continue paying service tax next year even when the turnover does not exceed Rs.10 lakhs

No if in any year the turnover does not exceed 10 Lacs then service tax need not be paid. It is not that once the liability gets attaracted it continues irrespective of the turnover.

No thershold limit exemtion is available in first year. However, again in any year turnover is below 10 lakhs, this limit will apply following year.
