my question is - Is there any rule in SERVICE TAX which relieves the service provider registered with service tax department regarding filling of return having no income in a particular period of 6 months.

No exemption, therefore file nil returns, Non filing will be subject to minimum penalty prescribed under the act.
Since there is nil liability, the penalty amount may be reduced and if you have genuine reason for not filing, you may be granted relief, as liablity was nil.
