Exclusion of certain topics from information technology

Does this notification by ICAI mean that we can totally skip chapter 1 of Information Technology?
Because both the units of chapter 1 have been excluded.
Hardly a few topics are left.

29 September 2012 When the institute is saying that such topics are irrelevant in present days and thus, will not be asked in nov 12 exams and onwards.........this clearly means that no questions will be asked from such topics. You can leave these topics without any doubt.
