Weather excise invoice will be made under rule 11 for both domestic & exports sale also let me know what is the procedure of making excise invoice under rule 11

For domestic sale you have to issue excise invoice under Rule 11. Also you have to issue excise invoice under rule 11 for export purpose showing INR invoice & ARE-I will be prepare on the basis of this Excise invoice. Which is mandatory document for custom purpose.

Sir ARE-1 is mandatory for domestic sale also

No. ARE-I is not applicable to domestic sale. ARE-I is applicable only for Export & Deemed export.
