Excise duty on cement

Dear Sir,
Please clarify that, at what % of Excise Duty will be levied in the year 2011-12 on bulk cement purchased by industry for its own consumption and it is not for sale as this is mentioned in Cement Bags, and cement is packed in HDPE Bags.
This may be provided in details with reference of Section, notification and case laws please.

Incase of NFRS ( not for retail sale) and with out printing MRP on bags you need to pay only 10% ad valorem,2%EC and 1% SHEC. No need to pay specific duty of 80/160 based on MRP(For F.Y 2011-12, 12% from 17th march,2012)
As MRP not required to be printed in case of institutional and industrial consumers this has been specified under standard and weights measurement act.
