what are the rules relating to excemption in ipcc exam?

U must get 60 or marks in individual subject to claim exemption, for the next attempt(if u have't clear that group).

No, u must get at least 40 to get pass in individual subject and 50% in each group. (200 for Grp.1 and 150 for Grp.2)
