21 September 2014 No. Amendments made in recent budget are not applicable. For Nov 2014 AY 2014-15 i.e, Finance Act 2013 will be applicable.

21 September 2014 Yes!ICAI has also mentioned in that link that all ammendments(circulars and notifications) upto April 2014 are relevant for nov 2014 n in my previous reply I mentioned uptill june 2014 rather april 2014
