08 December 2015 Yes marks are allotted according to the suggested answers given by Institute. If you want more about evaluation of papers then you should read examiner's comment on every paper.

22 December 2015 It would be difficult to say that it is decided by the president of ICAI. Personally I feel that this is not the case. Any kind of decision in this regard may be taken by the board of studies.
