ESI is on Gross salary and PF is on Basic salary plus DA

Yes. Basic plus all monthly components excluding PF contribution by employer

As per the new provision is there any liability on payer to deduct TDS while distributing dividend from A.Y. 2016-17 for the person receiving dividend in excess of Rs 10 lac.

for dividend dividend distribution tax will apply which will be paid separately by payer ( company ) to Govt
