We have taken excise registration in july 2007 as a manufacturer and factory under construction till date, shall we need to file monthly returns and what about input credits on machineries and others..pl.advise in detail

As per Rule 12 every assessee is required to submit the monthly/ quarterly return in the prescribed format regarding production and removal. This return is not restricted only up to production and removal, the other details are also to be furnished. So it can not be construed that if there is no production/removal, there is no need to file return.
Regarding credit may be taken on receipt of capital goods even prior to commencement of manufacruring process.
