one of my friend is game developer and he receives fees from google regarding advertisement shown in his game as per contract all government tax should be paid by owner of game
in that case whether my friend liable for equilation lavy and on what amount and how it deposit to govt

As your friend is receiving the payment in India from Google equilisation levy not applicable . It is only applicable on payments to Google.
