Is ESI Applicable to Service sector/Non-manufacturing sector?

12 July 2019 State Govts. have extended the provisions of the Act to new classes of establishments namely: shops, hotels, restaurants, cinemas including preview theatres, road-motor transport undertakings and newspaper establishments employing 20 or more coverable employees. The Scheme has also been extended to Educational Institutions employing 20 or more persons.

And once registered under ESI and Payment is made for 2 months and can payment be stopped but registration is still not cancelled??
