eligibility for final exams

i want to knw that if 2 yrs of training is completed on 30 sept 2009.....will the person be eligible to give final exam in nov 2009...?? the exam forms are filled in august,at that time 2 yrs are nt completed...will it make a diff to the attempt? pls reply soon
