dear sir
the assessee has a rented office and electricity bill paid by him but the bill is the
name of the owner of the room. so can it show in itr -4 as business exp? please advice me thanks.......

Yes if it is incurred by u(and reimbursement not made by the owner) then u can definitely show it as Business Exp.
