is education cess & SHEC payable on wealth tax/is it payable only on inc tax

Tax rate is 1% on amount by which ˜taxable net wealth" exceeds Rs 15 lakhs. No surcharge or education cess is payable

No Welath tax does not come within the perview of Education cess.
