How to generate e way bill in case of both Seller and Buyer are not registered under GST (turnover not exceed Rs. 40 Lakhs) ?

Your transporter can generate e way bill ( even if he is also not registered )
He can enroll himself and get transporter id .
Transporter ID is a 15-digit unique identification number allotted to an unregistered Transporter enabling generation of e-Way Bills.
