whether the condition that payments made up to 8 p.m. will be considered for that day's payment and after 8 p.m. for next day's payment is also applicable in income tax as in case of excise or service tax.

No. While making e-payment the date printed on challan will be considered.

Yes 8 to 8 is related to service tax and some other laws etc. not related to IT
