Whether the processing of ITR 4 is fast rather than ITR 4S for the refund purpose.

Aahh there is nothing like that, the process is on filing basis as a batch.

Income tax returns are process are as serailly acknowledgement.In rural area and in case Hard/physical copy, business wards are faster than salary jurisdictions
