Please confirm wether DPT-3 is required to be filed in case company does not have any o/s loan or advance on 31.03.2019

No need to file, since there is no outstanding balance. Inference - Rule 16A (3) of
Companies (Acceptance of Deposits) Rules, 2014.

One more query relating to it, in case loan from director Relative living in foreign country,
whether this needs to be Shown in Dpt-3 as "loan from Director relative" column OR Amount "received from foreign Citizen"
