Does declaration under rule 37c for purchasing goods without TCS, require to be furnishing every time while purchase or once in a year ?

A declaration by buyer of goods is to be made under rule 37C in Form No.27C declaration consists Quantity of Material Purchase after purchasing that quantity a fresh declaration should be given or less quantity is purchased during the year than a fresh Declaration should be given in each Financial Year.
