Does coldstorage charges attract service tax

If a person having NRO account with a bank wants to transfer funds into NRE account, whether he is required to issue Form 15CA and obtain certificate in Form 15CB ? Please guide and also please tell me any other formalities to be complied with.

We provide storage room for perisible cargo like greenpeas, french fries, fish & meat.
Will our billing to our clients attract service tax.

Yes. Form 15ca/cb compliance is required.

w.e.f 01.07.2012, service tax on all kind of services is applicable except those on negative list and those which are exempt under mega notification. So, yes your services are subject to Service Tax
