Whether a cash payment exceeding Rs.20000.00 made to a general insurance corporation which is a public sector undertaking disallowed u/s 40(A)(3)?

In my opinion since Rule 6 DD do not mention any PSU, hence this payment is disallowed under section 40(A)(3)
