Is an Indian director is compulsory for starting a company or can start a company with all non-resident directors??

Earlier it was possible that a company can be incorporated with NRI. But now as per new Companies Act, 2013 it is possible to incorporate company having all director as NRI with some restriction.
It is mandatory to have one director stay in India for 180 days.
