No, it is not mandatory to verify all return with DSC for all assessee, there are certain conditions which u may learn in details by the following link:-

Assesses falling under tax audit , companies etc are compulsory required to file ITR with DSC. if you are individidual and not falling under tax audit criteria you can file your ITR online without DSC .
