Is Depreciation incase of COMPANIES a charge against profits or appropriation of profits

Depreciation is a charge agaist profit and not appropriation out of profit.

Depreciation is not compulsory under companies act. it is to be made only when dividends are to be declared by the company. Then how could it become charge against profits as it is indirecly in the power of the management to provide for depreciation or not
