Form C issue on purchase value + CST value or Total Value in bill including of freight etc.

25 February 2013 I am director in pvt ltd co. I had not taken part in its management. I did not take the permission from council for the same as was not aware of the said requirement. Now i hav to apply for membership number. What should i do.
