Is news of defer of service Tax collection on accrual basis by 3 months is correct? If so, then under what notification it was defered. Please inform me the status.

The Finance Bill, 2011 was introduced by the Finance Minister in the Lok Sabha. The FM has proposed certain amendments to the Bill in the Lok Sabha viz.,
Point of Taxation
Rules,2011 were to be effective from 1 April 2011, however in view of certain changes in the relevant provisions, an additional period of three months upto 30 June 2011 is being provided to make the transition.
