X pays life insurance by cheque on 31.03.2009, cheque gets cleared on 04.04.2009, can he claim deduction u/s 80C for the A.Y.09-10.

YES. The reason is since the cheque is honoured, the date of tendering (31/03/2009) will be treated as the date of deposit of money.

Yes ofcourse it can be claimed if the tender date on the LIC receipt is 31/03/2009.
